Im Verbundprojekt »LamA-connect« entwickelt PPC zusammen mit 11 Partnern eine skalierbare, kostengünstige sowie eichrecht- und BSI-konforme Lösung zur Nutzung von SMGWs für die Elektromobilität. Im Fokus steht/stehen dabei das sichere und eichrechtkonforme Laden, das Steuern von Ladevorgängen sowie das Abrechnen über die SMGW-Infrastruktur. Mit einem schlagkräftigen Konsortium aus Industrie, Wissenschaft, Regulatorik und Standardisierung arbeiten wir gemeinsam an der Zukunft der Elektromobilität in Deutschland.

Gefördertes Verbundprojekt

LamA-connect wird für knapp drei Jahre vom Bundesministerium für Wirtschaft und Klimaschutz (BMWK) gefördert. Es soll zeigen, dass durch Smart Meter Gateways Ladeinfrastruktur mit hohem Sicherheitsstandard gesteuert und überwacht werden kann. Im Fokus des Projekts steht auch die Kooperation mit dem Fördergeber wie auch die Einbindung aller relevanten Akteure auf Bundesebene. Gerade die enge Verzahnung des Projekts mit den Aktivitäten des BMWK und des Bundesamts für Sicherheit in der Informationstechnik (BSI) stellt ein Alleinstellungsmerkmal dar. Ab 2022 soll die Koordinationsplattform mit Smart Meter Gateways die Standardlösung sein, um Ladesäuleninfrastruktur in das intelligente Stromnetz zu integrieren.

Herausforderung

Wie kann Ladeinfrastruktur mit hohem Sicherheitsstandard flächendeckend gesteuert und überwacht werden? Und wie gelingt die reibungslose eichrechtkonforme Abrechnung von Ladetransaktionen? Diese Fragen gehören derzeit zu den drängendsten im Bereich der Energie- und Mobilitätswende.

In LamA-connect wird eine Koordinationsplattform mithilfe von Smart Meter Gateways entwickelt, die sowohl die Randbedingungen des Energienetzes als auch die Ansprüche der Elektrofahrzeugnutzer berücksichtigt, aber dabei stets die Herausforderungen einer hochsicheren Betriebsführung sowie die erforderliche Weiterentwicklung des bestehenden Rechtsrahmens im Blick behält.

Neben dem ursprünglichen Anwendungsfeld “Laden am Arbeitsplatz” werden im Projekt zusätzlich die Anwendungsfelder “Laden im Wohngebiet” und “Laden im öffentlichen Parkhaus” zu typischen Ladeszenarien untersucht. Laboruntersuchungen runden das Projekt ab.

Rolle von PPC

Unser Smart Meter Gateway übernimmt im Projekt die wichtige Rolle der verschlüsselten Datenkommunikation und der Bereitstellung abrechnungsrelevanter Daten. Wir arbeiten an der Konzeption und Umsetzung einer BSI- und eichrechtkonformen Mess- und Abrechnungslösung mittels Smart Meter Gateway und entwickeln damit erstmalig eine interoperable Lösung für das intelligente Messsystem im Einsatzbereich “Smart Mobility”, wie in der BMWK/BSI Roadmap skizziert.

Außerdem sorgen wir für die sichere Zuordenbarkeit von Nutzern zum Messwert. Denn im Gegensatz zum SMGW im Haushalt, bei dem es eine eindeutige Zuordnung zum Energieverbraucher gibt, wird eine (öffentliche) Ladesäule von mehreren, voneinander unabhängigen Letztverbrauchern genutzt. Diese müssen korrekt zugeordnet und abgerechnet werden.

Darüber hinaus arbeiten wir an der Konzeption und Umsetzung einer sicheren Steuerungsmöglichkeit für Ladesäulen über die Controllable Local Systems (CLS) Schnittstelle, um das hohe IT-Sicherheitsniveau für Stromnetzbetreiber und weitere berechtige Akteure nutzbar zu machen.

Mit der Schaffung einer Standardmessinfrastruktur für die E-Mobilität in Deutschland wird in LamA-connect die Basis für einen beschleunigten Ausbau der Ladeinfrastruktur geschaffen.

charging infrastructures. A consortium of 12 partners, including PPC, collaborated. The objective was to find a solution that complies with the regulations covering charging, control and billing of charging operations, using smart meter gateways.

Further development addressed standards set by the BSI (German Federal office for Information Security) for digitalising the control, billing and management of loading operations in distribution Funded project

LamA-connect has been funded by the Federal Ministry for Economic Affairs and Energy (BMWi) for almost three years. It should show that charging infrastructure with high security standards can be controlled and monitored using smart meter gateways. The project also focuses on cooperation with the funding agency and the involvement of all relevant actors at the federal level. From 2022, the coordination platform with smart meter gateways should be the standard solution for integrating charging station infrastructure into the smart grid in Germany.

The challenges

How can a highly-secure charging infrastructure be controlled and monitored across the board? How can billing be achieved seamlessly, legally, and in compliance with the regulations? These issues are currently among the most pressing in the field of energy and e-mobility.

LamA-connect developed a coordination platform, based on smart meter gateway data, that considers both the conditions of the energy network and the needs of electric vehicle users, while keeping an eye on secure operations and the legal framework.

The team started with the model “loading at work”, then extended the scope to typical charging scenarios such as “loading in a residential space” and “loading in a public car park”. Laboratory tests completed the project. The result is the first metering and billing solution to comply with the regulations and guidelines for Smart Mobility, as defined by the German BMWi and BSI.

Role of PPC

PPC’s Smart Meter Gateway played the important role of encrypting data communication and providing the data relevant for billing. Secure allocation of data was essential. Unlike a metering system in the household, where there is clear assignment of the billing data to the consumer, a public charging station is used by several, independent users, and each must be correctly billed for the energy they have used.

In addition, PPC worked on the design and implementation of a secure control option for charging stations, via a Controllable Local Systems (CLS) interface, in order to make a high level of IT security available to power grid operators and other relevant parties.

With the development of a standard metering infrastructure for e-mobility in Germany, LamA-connect lays the groundwork for faster implementation of charging infrastructures.
