Die zunehmend dezentrale Einspeisung erneuerbarer Energien, wie zum Beispiel durch heimische Solaranlagen, stellen Energieversorgungssysteme vor eine sehr große Herausforderung. Zentrale Komponente wird das intelligente Messsystem sein. Besonders wichtig dabei ist der Schutz der Daten. Die Energieversorgung und Ihre Daten müssen sicher sein. Der Gesetzgeber schreibt deshalb hohe Sicherheitsanforderungen vor, die das Bundesamt für die Sicherheit in der Informationstechnik (BSI) überwacht.

Dazu hat der Bundestag im August 2016 das Gesetz zur Digitalisierung der Energiewende (GDEW) (PDF, 264 KB) beschlossen. Auf Grundlage dieses Gesetzes soll eine moderne Infrastruktur für die Energiewende geschaffen werden. Das betrifft jeden, denn es wird eine neue Technologie ausgerollt.

  Intelligente Messsysteme werden gebraucht, um mehr Strom aus erneuerbaren Energien in die Stromnetze aufzunehmen. Es weht nicht immer Wind und auch die Sonne scheint nicht immer. Dennoch muss der Strom immer gleichmäßig fließen. Auch der Verkehr soll zunehmend auf erneuerbare Energie umgestellt werden. Wenn nach Feierabend viele Elektroautos gleichzeitig laden, stoßen die Netze an ihre Grenzen. Die intelligenten Messsysteme ermöglichen, die Erzeugung und den Verbrauch aufeinander abzustimmen. Mit ihnen kann der Netzbetreiber sein Stromnetz besser auslasten. Das ist günstiger und schneller als neue Stromleitungen zu verlegen. So vermeiden wir Baustellen und höhere Netzentgelte für die Stromkunden.

Der Gesetzgeber hat hohe Anforderungen für Datenschutz und Datensicherheit aufgestellt. Das Bundesamt für die Sicherheit in der Informationstechnik (BSI) stellt hierzu so genannte BSI-Schutzprofile sowie Technische Richtlinien auf und entwickelt die Anforderungen ständig weiter.

Auf Grundlage dieser verbindlichen Standards werden die Smart-Meter-Gateways durch das BSI geprüft und zertifiziert und sollen somit ein dauerhaft hohes Schutzniveau gewährleisten. Erst, wenn das BSI die Geräte zertifiziert hat, beginnt die Einbauverpflichtung. Die Sicherheitsstandards, die beim Smart Meter umgesetzt sind, sind sogar höher als beim Online Banking und die Daten damit sehr sicher. Deutschland ist mit diesem Standard Vorreiter in Europa.

Das Gesetz regelt auch genau, wer welche Daten bekommen darf. Das intelligente Messsystem versendet die Daten anonymisiert und gegebenenfalls sogar pseudonymisiert und zwar nur an berechtigte Empfänger. Daten dürfen nur für klar definierte Zwecke verwendet werden. Das regelt das Gesetz zur Digitalisierung der Energiewende ausdrücklich. Sobald die übermittelten Daten für ihren bestimmten Verwendungszweck verarbeitet wurden, werden sie gelöscht.

Das Smart Meter Gateway ist kein Zähler. Es erfasst die Messwerte des Zählers, speichert und verarbeitet sie und übermittelt sie anschließend verschlüsselt an ihren Messstellenbetreiber. Über den gesamten Prozess sind ihre Messwerte dabei von Manipulation und unbefugte Einsichtnahme geschützt.

Das Smart Meter Gateway gibt Ihnen die Möglichkeit, Ihre Verbrauchswerte (in Form von Registerwerten und Messwertlisten) und Auswertungsprofile sowie die Sie betreffenden Log-Meldungen einzusehen. Dazu können Sie entweder die Transparenz und Display Software (TRuDI) verwenden oder unsere Browseranwendung nutzen. Bei der Bestellung unserer SMGWs kann der Messstellenbetreiber (MSB) die IP-Adresse an der HAN-Schnittstelle wählen. Tut er das nicht, wird eine „Standard IP-Adresse“ verwendet. Diese finden Sie in unserem Handbuch für Verbraucher. Nach der Produktion haben wir keinen Zugriff mehr auf die Geräte und die IP-Adresse kann ausschließlich vom MSB angepasst werden. Please note: As a private customer, your Smart Meter and Smart Meter Gateway are provided and managed by your Metering Point Operator (the ‚Messstellenbetreiber‘ or ‚MSB‘, in German).

If you have specific questions about your Smart Meter Gateway and how it is operated, you should contact your Metering Point Operator.

If you don’t know who that is, you can usually find their name on your electricity meter or electricity bills. Look for „Messstellenbetreiber“ or ‚MSB‚ if your bill is in German. It might be a company name, or a code.

If you are concerned about your electricity bill, and how it is measured now you have a Smart Meter Gateway, you should contact your energy provider or utility.

Under German energy law both the power supply and your energy data must be kept secure. The intelligent metering system was designed to protect both your meter data and the electricity supply from cyber attacks.

The first difference you will notice is that you don’t have to report your meter readings, or have a meter reader visit your house. The next is that your bills will be more accurately based on your actual consumption, not an estimate.

What won’t be quite so obvious, is the effects the iMSys has on the efficiency of the whole energy system, as power and grid companies get more accurate data about energy use.

Energy Law sets very high requirements for data protection and data security. The Federal Office for Information Security (BSI) drew up so-called BSI protection profiles and technical guidelines for this purpose and is constantly reviewing and developing them. Security standards for energy data are even higher than those for internet banking. The law specifies who can see the data, and the specific purposes for seeing it. Once the data has been used for that purpose it should be deleted.

The smart meter gateway is not a meter. It records the meter readings, stores and processes them, and then transmits them in encrypted form to your metering point operator. Throughout the entire process, your meter readings are protected against manipulation and unauthorised access.

If you have a battery or a charging station for an electric vehicle, you might want to share when you have extra capacity, that can be used in the power grid.

Installing the Smart Meter and Smart Meter Gateway is the responsibility of your energy provider, the management of the equipment is done by a metering point operator.
