PPC Smart Meter Gateways Successfully Certified According to BSI Technical Guideline TR-03109-1

On December 9, 2021, Power Plus Communications AG (PPC) successfully completed TR certification in accordance with Technical Guideline BSI TR-03109-1, Version 1.1, “Requirements for the Interoperability of the Communication Unit of a Smart Metering System” (TR 1.1). This confirms that the requirements for the functional scope and interoperability of smart meter gateways (SMGWs) as stipulated by the Metering Point Operations Act (MsbG) have been fully implemented in the devices.

On the occasion of the company being awarded the TR certificate, BSI President Arne Schönbohm emphasized: “This is another important step toward the digitalization of the energy sector. Through the BSI’s TR certification, we can ensure compliance with the minimum legal requirements set forth in the Metering Point Operations Act. Functionality must always be maintained in compliance with security requirements. Only in this way can we build acceptance and trust in the technology among consumers and ensure the secure digitalization of the energy sector.”

“Our smart meter gateways—now TR-certified—meet the requirements of the MsbG and also offer additional functions. However, this was already the case even before the Technical Directive was published at the end of September, which is why the process moved so quickly,” explains Ingo Schönberg, CEO of PPC. “It’s remarkable that the authorities and companies managed to implement an MsbG update, a new TR, and TR certification within half a year,” Schönberg continued, “This also impressively demonstrates that all parties involved now have the necessary processes well under control at every level.”

Janosch Wagner, Head of Smart Metering at PPC, adds: “No changes need to be made to the smart meter gateways. This also means that an update to our firmware is not necessary. In addition to the certificate in accordance with protection profile BSI-CC-PP-0073 and the type approval certificate in accordance with PTB-A 50.8, our devices now also have a certificate in accordance with Technical Guideline Version 1.1.”

For PPC customers, this means: All smart meter gateways delivered (or updated) to date with the latest firmware are certified according to TR 1.1. For devices with an older firmware version, all that is required is a firmware update to the latest version. The TR certification confirms PPC’s earlier assessment but now also provides verified proof for PPC customers—for both existing devices and new installations.

BSI Technical Guideline TR-03109-1, Version 1.1

The Technical Guideline describes the minimum requirements for functionality and interoperability that a smart meter gateway must meet. The following requirements are described in TR 1.1:
  • Functional and Non-Functional Requirements
  • Communication Links and Protocols
  • Meter Reading Processing for Billing, Metering, and Grid Status Data Collection
  • Detailed specifications for cryptographic methods such as encryption and digital signatures
